History of Magic L3 - Ministry Laws and Codes [ALL YEARS]

If this is your first time posting in the class, please state so in your post so I can be sure to add you to my list.




Lesson 3 - Ministry Laws and Codes

Please post your entrances to the classroom. In a few days' time, I shall begin the lesson.

Remember that this time the lesson is in the afternoon, no longer in the morning.

The classroom is torch-lit and shows various hints of a Slytherin professor.

Jocelyn walked into the torchlit room, she hated so much. You would think she would like it because she is a slytherin and it was known that the professor was a slytherin himself but she liked the blue sky more than the green curtains in the slytherin common room. She saw she was the first one and walked to the very end of the room and sat down, again leaning her arms on the table and her head on her arms. All she wanted to have like 30 minutes of silence so she could just catch up on some sleep. The reason she hadn't been sleeping was that today was the day that her brother got killed at Wolfclaw, one year ago and it hunted Jocelyn the whole night, she felt depressed but couldn't really talk about it with someone, not with her brother and not with Luna so she had to keep it to herself.

Avalon had been running unusually early, so when she walked into the classroom, Jocelyn was the only other student in the room. She had her head against her arms on a desk, and Avalon wondered if she was alright. She took her seat next to Jocelyn and put her hand on the girls shoulder. "Wakey wakey," she said. "You okay?" Jocelyn was one of Avalon's closer friends, so she hoped that if something was wrong she would tell her.

Jocelyn looked up as Avalon woke her up, she wasn't really asleep just thinking about everything. She smiled weakly at Avalon. "Not really, i had a bad night, i don't know if you heard me sigh and turn to my other sides every five minutes last night but i had not a very good night of sleep." Jocelyn explained, she never told Avalon about her brothers but they were becoming great friends. "Today it is a year ago my brother got killed so that was hunting me in my sleep. I'm okay but just tired." Jocelyn said focusing on her book in front of her.

Avalon lowered her head a bit. She couldn't imagine what it was like to loose a sibling, not that she had any to loose. She still felt bad for Jocelyn. "I'm sorry, Jocelyn," she said. Avalon was used to hiding her emotions and denying them, so she didn't really know what else to say. She just kept quiet and hoped that Jocelyn would say something.

Morgan entered History of Magic a little brighter than usual as the class got moved to the afternoon. She didn't mind morning classes, but having a free morning was nice once and a while. Morgan just hoped that with the change in time for class, the other students would be in a better mood and perhaps they could avoid the random essay like they had experienced last time.

Vixen made her way into History of Magic even more happy that she normally was, and it showed. Mornings just weren't her thing, but this class was an exception. But, now, she had this class she enjoyed so much later in the day! Fantastic! A grin touched her lips as she looked at the decor that suited the classroom and herself very well. She liked when professors could add their own touch to things, and Professor Eaton had done just that. Vixen made her way to the seat she had adopted as her own and waited for Regulus, saving him a seat by turning her chair so it was sideways against the table and crossed her legs at the ankle on the chair reserved for him.

Jocelyn looked at Avalon. "It's okay, i'm fine, i have to be, i can't feel blehh the whole day long, i would be in so many detentions that they have to send me home." Jocelyn said. She was not really feeling okay but just like she said, she had too.

Avalon nodded. "Well, I'm here if you need me," she said. She was glad that Jocelyn was trying to be happy. If she didn't try, there would be no hope in cheering her up.

Jocelyn nodded back at Avalon. "Thank you, i appreciate it Avalon." Jocelyn said to her. She looked up waiting for the teacher to finally start his lession, she didn't know how long they were talking at all.

Regulus stepped into the classroom, glancing around. If it was still in the morning, he would probably be the first one to arrive, but at that time, he was glad he wasn't the first. Yet, he still had his spot. "Hey 'boo', saved me a spot?" he muttered as he reached his usual seat, and winked at Vixen.

Reg pulled his chair back slightly, not making any noise other than the one produced from setting down the same chair. He sat down silently, biting his lip. "Just a little bit faster..." he said with a smirk, before tilting his head towards the board, waiting for Eaton to arrive.

Lesson three already. Andrew today was wearing a black cloak with hunter green at the borders. And today's lesson was one Andrew enjoyed particularly because it's the Ministry and Andrew had a thing for politics and history combined.. He walked in the classroom holding a clipboard with papers attached to it, not parchment. Andrew walked in and flicked his wand at the board and writing appeared:

Copy this down!
-Look up a law enacted by the Ministry of Magic and explain why the law was created and how it was helped or worsen the wizarding society.

OOC: Use THIS site to help. Turn in this homework to me via PM and you may start turning it ASAP.

"Afternoon class." He announced that got stopped everyone's socializing. "As I told you last class we will be focusing on the Ministry Laws," as he walked over and settled down at his desk. "and their significance."

"Last week's assignment score will be available to you shortly, I am still reviewing some of them. Now: The International Code of Wizarding Secrecy. By the seventeenth century, wizard-Muggle relations were at their worst. Ever since the early fifteenth century, the persecution of witches and wizards gathered all over Europe. Many witches and wizards were locked up and sentenced to death on the charge of witchcraft." He paused. "This is one of the reasons the Code of Secrecy was created. It is important to note that one clause of this was the Dress Policy when near muggles. You see, to muggles it's a bit unusual to see people with cloaks walking around. Someone.. tell me another law you know?"

"Well sir," Regulus started, after hearing the professor describe one of the most known laws. He was about to speak about another, very known, law. "One of most known laws, is the Obligatory Animagi Registration. All Animagi must be registered with the Minstry of Magic, otherwise they will be severely punished. This law was made, so that no animagi could use his form and be unnoticed, specially because of the possibly crimes that could be committed by wizards and witches in their animagi form." Regulus finished, going back to his silence, and waiting for the professor to acknowledge his answer.

Andrew looked at Regulus when he spoke and nodded. "Correct. Five points to Slytherin." He said. "Speaking of the Animagi Registry, as Regulus stated, it was an important law because wizards would commit crime with their animagi and then no one would know who did it. Of course there must be some people still that are illegal animagus," and he paused at that. "and punishment is severe." He paused again.

"Decree for the Reasonable Restriction of Underage Sorcery." He stated. "Law made in 1875 which bans the use of underage magic outside of school. This is also when The Trace was developed. For those who don't know, you right now, as underage wizards, have a Trace put on you at birth which means the Improper Use of Magic office can track down whatever spells you do. This trace automatically breaks on your eighteenth birthday." Andrew stood up and leaned on his desk. "Tell me how you guys feel about The Trace?" It would be really interesting to hear their perspective of the fact that they can be practically stalked.

Morgan thought about what Professor Eaton asked about The Trace. She had never really given it much thought, but she thought... "I think The Trace is a well founded precaution. If young witches and wizards weren't watching with what magics they were using, then they would be free to use any kind of magic at any given time. Youths tend to make more rash decisions then older people do. The Trace can help keep these rash decisions in check due to young witches and wizards knowing that the repercussions can be severe for their use of magic that they shouldn't be using. A thinking twice tool, as it were," she answered.

Jocelyn listened to the teacher talking about the trace and Jocelyn found it ridiculous that they had it. She turned to Avalon. "I think the trace is such a stupid attempt to keep the teenagers calm and quiet but if teenagers want to kill someone and can't use the unforgivable spells they will use it with other spells they are allowed to use that can easily kill someone." Jocelyn glared at the teacher before turning back to Avalon. "You can easily burn someone or use weapons to kill someone, the trace is not going to prevent the teenagers from killing someone and isn't that why the Trace was made for?" Jocelyn didn't like this topic, not today.

Closing his eyes, Regulus spoke softly, and only Vixen was able to hear him. "Completely useless. It is seemingly made to make sure we don't use the curses. Fools...my brother got no punishment for using one of them on James. And we can still hurt whomever we want. Complete idiocy of the Ministry's part..." He said, jerking his head slightly, and crossing his arms.

At Regulus' hushed words, Vixen cast him a glance before whispering, "He got away with an Unforgivable? Then The Trace is an even bigger joke than I thought. Perhaps it's just all smoke and mirrors to try and make us think that there is real punishment to using what we shouldn't..." She raised an eyebrow and shrugged. "Beside, you want to do something, a silly rule that that isn't going to stop anyone. Where there is a will, there is a way, Unforgivable or not..." Vixen added, crossing her arms on the table and resting her chin on them.

Andrew noticed yet ignored the whispers of the two Slytherins because he figured he'd rather not hear their opinions.. Black and Lestrange.. "Good discussion. You're right Jocelyn there are other ways to replace spells but what you might be interested in knowing is that the Ministry detects everything but they won't confront you for every single thing, even if it's severe."

Andrew spoke the next part a bit slower now to make sure they all understood. "As you are aware, the Ministry is a bit corrupt right now so obviously more people who shouldn't be using such spells are and are doing so freely. When it's Summer and you're not supposed to use your magic and you do, the Ministry does detect it there's just not gonna confront you for every thing." And Andrew would know he worked for the Ministry for some time. "It's a bit amusing for them to see how kids use spells and having no clue that it's being detected, don't believe it's not just 'cuz u got away with it. You didn't." Andrew knows that denial of a truth is obvious but as part of Andrew's job he educated and covered it all. Andrew's way.

"Now the ban on unforgivable curses honestly did no good. It's not gonna stop anyone from doing it just because it's illegal. So why did the Ministry create such stupid law?" And it has something to do with the introduction of dementors...

Jocelyn raised her hand. "Sir, Still that Trace is useless because i won't let me get punished when they detect me when i used an unforgivable curse when i did it two months ago. I know other students in this school won't take the ministry serious only when they detect it and take action on it right after they detect it and not weeks after they used an illegal spell." Jocelyn had enough now, she sat down and flicked through the pages of her book, finding the right answer.

Andrew narrowed his eyes. Why she would tell him this was unclear to him but Andrew's not gonna make a big deal out of it. He again did not want to directly speak what he wanted to say exactly... He repeated: "The Ministry is a bit corrupt right now so obviously more people who shouldn't be using such spells are and are doing so freely because no one in the Ministry gives a crap." And that's all he was gonna say on that matter. Still waiting on an answer on his last question before he wraps class up.

Jocelyn huffed at the professor. "Then why do we still have the Trace then?" Jocelyn asked him looking dead serious. She wanted an good answer on her question and because she liked the way he talked. The professor obviously didn't know the answer and that made it more fun for Jocelyn to dare him here and now.

"Good point why do we have the Trace it's completely useless now with the Ministry being corrupt. Why don't you go tell 'em that," He stated plainly. Andrew had to remain to come off as oblivious to what he actually does know.. a lot.. about students. He knows that in this very room are students-- kids, part of this corruption. So what better way to prove ignorance than to simply make 'em believe you don't know and don't care.
